Context: Fog or diffusion filters are often used to soften the image and lend a degree of halation to the highlights. They come in various strengths, x1, x2 or x3. The x1 filter will scarcely be noticed, but will add a hint of romance to the shot - it might help a leading lady look more beautiful by flattering her skin texture. The effect of a x2 filter will definitely be noticeable, and place the image in a slightly dream-like haze. A x3 l filter will definitely cloud the image, and when combined with smoke, for example, will supply a convincing fog effect.
